Description of Risk Indicators

  • High price dynamic - the difference between the expected procurement value and the final (contract) value exceeds 20 percent;
  • Newly established company - the period between the establishment of the company that won a tender and the tender announcement (in the event of a simplified procurement – the moment of signing a contract) is less than a year;
  • Newly registered supplier - the period between the registration of a company as a supplier on the state procurement portal and the tender announcement (in the event of a simplified procurement – the moment of signing a contract) is less than a year;
  • Low competition - there was only one participant in the tender;
  • Experience requirement - the tender documents contains experience (qualification) requirements to be met by a supplier;
  • Disqualification - the tender commission decided to disqualify a tender participant;
  • Offshore zone - a shareholder or director of a supplier company has ties (is a citizen of or a legal person registered in such a country) to the following offshore zones territories: Panama, British Virgin Islands, Malta, Cyprus, Gibraltar, Liechtenstein, US State of Delaware, Luxembourg, Belize, Marshall Islands, Andorra, Switzerland, Seychelles, Cayman Islands;
  • Advance payment - tender documents provide for a possibility of an advance payment;
  • Supplier without competition - a supplier that acted as the sole participant in over 50 percent of tenders it won and has won five or more such tenders;
  • Supplier dependent on a single buyer - a supplier that has signed 50 percent or more of its contracts with the same buyer (wins tenders of the same buyer);
  • Low price dynamic - the difference between the expected procurement value and the final (contract) value does not exceed 3 percent;
  • Change in procurement value - a corrected procurement value exceeds the expected one by 10 percent or more;
  • An offer made by a company that lost a tender is lower than the final offer (in contract) made by a company that won that tender - an offer made by a losing company is lower than the corrected final (contract) offer;
  • Political party donor - director or shareholder of a company that won a tender who donated more than GEL 1,000 to a political party in the course of the past two years;
