Georgia has received financing from the European Investment Bank (EIB) toward the cost of the Water Infrastructure Modernization Project II and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Likani and Tsagveri Water Supply Systems (remaining works).
Government procurement procedures SHALL NOT apply for this procurement. Bid submission and bid opening will take place electronically using Georgian E-Government Procurement System with certain modifications. Major modifications to the Georgian E-Procurement System are:
- Functionality of the three rounds of e-Reverse auction is removed. Rounds will not be applicable.
- The estimated cost of the contract is disclosed in the E-Procurement system, however the Bidder can submit a Bid price that may be higher or lower than the estimated cost. Pricing the bid is the responsibility of the bidder, which shall be based on the current market prices and any other factors which may influence the pricing of the proposed works.
Please note that Bidding will be conducted through the national competitive bidding procedures following the requirements of the European Investment Bank’s Guide to Procurement, using the Georgian E-Government Procurement System.
Attached Bidding Document is in English and language of captioned Bidding is English.
*The Bidder shall indicate Bid price in electronic field in Georgian E-Government System, failing to do so, will result in rejection of such Bid.
**The person whom the Letter of Bid is signed by, must have the authorization to sign the Bid on behalf of the Bidder as per paragraph ITB 20.2 of “Instructions to Bidders”.
